Karadeniz Technical University (KTU) admits students from households in the lowest 20% income bracket (or from more narrowly defined target groups). Due to economic conditions, families from lower-income groups tend to prefer regional universities. In this context, KTU considers the socioeconomic circumstances of students, particularly those from the middle-income Eastern Black Sea region and the lower-income surrounding regions (TRA1, TRA2, TRB1, TRB2, TRC1, TRC2), and has established admission targets for students nationwide who fall within the lowest 20% household income bracket.

KTU regularly monitors the application, admission, education, and graduation processes of students in this income group and implements various scholarship and support programs to assist their education. Moreover, as part of the Republic of Türkiye’s comprehensive strategy to safeguard the fundamental right to education, public universities assume the financial burden of tuition fees, thereby democratizing access to higher education and creating an inclusive learning environment.

Accordingly, Karadeniz Technical University exempts admitted students from the obligation to pay annual tuition fees. This policy also applies to students within the lowest 20% household income bracket. Such a policy plays a critical role in reducing financial barriers that hinder economically disadvantaged student groups from accessing quality education. Consequently, KTU not only contributes to national and regional development but also actively advances social justice and equal opportunity, providing its target groups with a sustainable educational environment.
