Planning development - new build standards (2025)

Our University takes into account the principles of energy efficiency, effective use of natural resources, sustainable technical systems, and environmental performance in the planning, design, and construction of new buildings. Processes related to new construction and the renovation of existing buildings are carried out by the relevant technical units, particularly the Department of Construction and Technical Works, in accordance with national building and energy legislation.

New construction projects at our University are planned not only to improve academic and social infrastructure but also to incorporate sustainability principles such as user comfort, energy performance, natural lighting, and resource efficiency. Major investments under construction in 2025 included the new Faculty of Dentistry building and the 225-bed Children’s Hospital. During 2025, the University senior management conducted technical site visits to these construction areas in order to assess project progress and technical implementation on site.

Our University’s official sustainability approach states that new construction projects are developed under the coordination of the Project Development Centre and that academic, research, and social spaces are designed in accordance with contemporary needs. Projects such as the new Faculty of Dentistry, the Children’s Hospital, and the Entrepreneurship House are examples of this approach. In the Faculty of Dentistry building, architectural solutions such as making use of the natural slope of the site, separating the circulation of different user groups, and incorporating a central atrium support a sustainable and functional design approach.

Our University also considers the reduction of energy consumption in new buildings as one of its key objectives. Official sustainability documents state that new buildings such as the Faculty of Dentistry Hospital and the Children’s Hospital have been designed to maximise the use of natural daylight. In addition, the use of energy-efficient lighting, heating, cooling, ventilation, and control technologies is encouraged.

The Department of Construction and Technical Works is responsible for the planning, design, construction, maintenance, and operation of buildings, facilities, and infrastructure projects across the campus. Our University’s sustainability reports state that the Department implements energy-efficient building designs, prioritises sustainable technologies in heating, cooling, lighting, and ventilation systems, carries out technical measures to reduce energy consumption in new buildings, and supports the integration of renewable energy sources into building and campus infrastructure.

Our University’s approach to the energy performance of new and existing buildings is based on Türkiye’s national energy efficiency legislation. Within the framework of the University’s Energy Management Unit Directive, Law No. 5627 on Energy Efficiency, the Regulation on Energy Performance in Buildings, relevant energy efficiency regulations, and energy-saving guidelines for public buildings are among the legal and institutional foundations of energy management. Therefore, energy performance practices for new buildings are implemented not merely as voluntary institutional measures but within a framework based on national standards and legislation.

The same Directive also explicitly states that obtaining an Energy Performance Certificate (EPC) for public buildings in accordance with the Regulation on Energy Performance in Buildings is among the responsibilities of the University’s energy management system. The Energy Performance Certificate is an official national mechanism used to evaluate the energy consumption and energy performance of buildings.

Our University’s energy management approach also refers to the TS EN ISO 50001 Energy Management System standard. This framework supports the monitoring of energy consumption, continuous improvement of energy performance, establishment of energy-saving targets, and integration of a continuous improvement approach into building management.

In addition to new buildings, our University also works to improve the sustainability performance of its existing building stock. Various environmental and energy-efficiency measures are implemented across the campus, including energy-efficient lighting systems, improvements to heating and ventilation systems, building automation systems, and green roof applications.

Throughout 2025, new construction, repair, and infrastructure activities were supervised by the Department of Construction and Technical Works in accordance with technical specifications, the relevant regulations governing construction works, the General Conditions for Construction Works, and other applicable technical requirements. The University also monitors the compliance of construction materials and technical applications with the relevant specifications.

Publicly available records for 2025 do not provide sufficient evidence that our University’s new buildings hold independent green building certifications such as LEED, BREEAM, EDGE, or equivalent schemes. However, our University follows national and international standards and frameworks in developing new buildings in accordance with sustainable and energy-efficient principles, including the Regulation on Energy Performance in Buildings, Law No. 5627 on Energy Efficiency, the Energy Performance Certificate system, and the TS EN ISO 50001 Energy Management System.

In conclusion, in 2025 our University applied principles of energy efficiency, natural lighting, sustainable technical systems, resource efficiency, and environmental performance in its new building and construction projects, while carrying out the planning, design, and construction of new facilities in accordance with national building energy performance legislation and relevant energy management standards.
