Circular Letter from the council of Higher Education Regarding Employment of International Academic Staff

For the employment of more qualified international academic staff, during the Council of Higher Education Executive Board's meeting on January 15, 2020, the "Procedures and Principles for the Employment of International Academic Staff" were determined, and the associated guidelines were communicated to higher education institutions as outlined in our previously recorded letter.

1. The " Information and Identity Form for International Academic Staff," which is attached, must be completed accurately and in full by the Evaluation Commission for the Assignment of an International Academic Staff. It must be approved by the Commission and submitted with the proposal to our Board for obtaining the necessary permission to employ the international academic staff as per Article 34 of Law No. 2547.

2. The "International Academic Staff Identity Form" and the "Information Form" should not be included with the proposals.

3. For proposals requesting permission to employ international academic staff for the first time under a contract according to Article 34 of Law No. 2547, the following documents must be included:

   - The report prepared by the Evaluation Commission for the Assignment of an International Academic Staff.

   - The International Academic Staff Information and Identity Form.

   - An approved copy of the university administrative board's decision.

   - The table of information regarding International Academic Staff to be employed for the first time, published in the Official Gazette No. 24041 on May 6, 2000.

   - Detailed identification information.

   - Diploma samples and their approved translations.

   - Visa request form.

   - 2 photographs.

   - A photocopy of the passport.

4. For proposals requesting permission to extend the contract terms of international academic staff currently employed under a contract at higher education institutions as per Article 34 of Law No. 2547, the following documents must be included:

   - The report prepared by the Evaluation Commission for the Assignment of an International Academic Staff.

   - The International Academic Staff Information and Identity Form.

   - An approved copy of the university administrative board's decision.

   - A photocopy of the passport.

5. For proposals requesting changes in the titles of international academic staff currently employed under a contract at higher education institutions as per Article 34 of Law No. 2547, the following documents must be included:

   - The report prepared by the Evaluation Commission for the Assignment of an International Academic Staff.

   - The International Academic Staff Information and Identity Form.

   - An approved copy of the university administrative board's decision.

   - Diploma/Title document samples and their approved translations.

6. For proposals requesting changes in the salaries of international academic staff currently employed under a contract at higher education institutions as per Article 34 of Law No. 2547, the following documents must be included:

   - The report prepared by the Evaluation Commission for the Assignment of an International Academic Staff.

   - An approved copy of the university administrative board's decision.
